You identify the three...Theoretically it's easy. <BR/><BR/>1. You identify the three or so million public sector employees who are really needed.<BR/><BR/>2. You then privatise NHS and State education (about one million each) and fund them with taxpayer funded vouchers (so that's half a free market, at least).<BR/><BR/>3. That leaves an irreducible core of about one million (coppers, prison officers, coastguard, armed forces, tax collectors, legal system etc.)<BR/><BR/>4. You then sack the other five million.
